Article 1: Designation
The term is' statutes of the local council Meeting of the Tibetan Community in Switzerland & Liechtenstein, adopted in 2122 and 1995 Tibetan king years after Christ.
Article 2: Legislation
The rules of the Municipal Assembly of the Tibetan Community in Switzerland and Liechtenstein have been prepared in accordance with Article 87 of the Tibetan Constitution [footnote 1].
Article 3: Composition of the Tibetan community meeting
A. The Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein is as follows together:
The two elected representatives from the local sections or constituencies with at least 18 Tibetan households: an elected representative from the local constituency or sections with 5 to 17 Tibetan households.
The town meeting is the list of elected representatives in the constituent local sections or constituencies up if necessary.
Currently, the elected representatives come from the following local sections or constituencies:

The local parliament will decide whether to join a new local sections or constituencies for the Tibetan Community in Switzerland & Liechtenstein allowed.
B. A change in the number of representatives because of the situation in the local sections or constituencies requires a two thirds majority of Gesamtmit-links of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein, according to the numerical conditions of Article 79, paragraph 1 of the Tibetan Constitution [footnote 2 ].
Article 4: Election and voting rights at the local council Meeting
1. All Tibetans who live permanently as part of the Tibetan new colonization or as students or as employees of the Tibetan Government in Switzerland or Liechtenstein have the right to select one or more representatives from their constituency.
2. All Tibetans residing permanently in Switzerland and Liechtenstein, and have the qualifications in accordance with Article 8 of the Tibetan state, can be nominated and elected as representatives of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein. As Tibetans with permanent residence in Switzerland and Liechtenstein are persons who are no tourists or for which the Green Paper on the voluntary contribution of a Tibetan national tax in Switzerland and Liechtenstein is registered and which have in any other country to vote.
Article 5: power of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein
1. The Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein has the authority and responsibility to adopt new regulations relating to the affairs of the local Tibetan population-specific, planned and run to-work and additional guidelines to decide on regional issues. In impor-tant matters the opinion of the general public will be sought. The community organizer or his representative, if such offices exist, prior to the implementation of the resolutions of the Assembly should be consulted.
2. Apart from specific provisions that were adopted by the Assembly of Tibetan People's Deputies, in accordance with Article 83, [Fussnote3] the Tibetan constitution, all other matters relating to the Tibetan Community in Switzerland & Liechtenstein in the Municipal Assembly of the Tibetan Community in Switzerland and Liechtenstein discussed and developed either by consensus or majority population controlled circuit.
Article 6: Election of members ("Thümis)
The election of members of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein is carried out by the local election committee and under the supervision of the Electoral Commission, in accordance with prescribed procedures.
Article 7: Term of office of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein
Except in the case of dissolution, the office of the Tibetan community meeting three years, according to Article 79, paragraph 2, [footnote 4], the Tibetan constitution.
Article 8 Chairman and Vice Chairman of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein
1. From the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein are in their first meeting a chairman and a vice chairman elected by secret ballot.
2. As the election process, a short list of four names with the best record in the first vote will be created, which are then in a second step to the final candidates for election by secret ballot. Who most and second most votes, will accordingly declared elected Chairman Vice-Chairman.
3. If fixed, the new chairman and vice chairman, is put out of their sections, a new member to replace the Municipal Assembly. In the sections should be no new elections, and the new member will be determined based on the ranking of the last election.
4. The chairman and vice chairman have to be taken in the presence of the Tibetan local judicial officials to their oath of office.
5. If the chairman or the vice president by a two thirds majority of the community meeting set-off or if any office without any other reason is that people are elected to replace the lawful regulations.
Article 9: Meeting of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein
1. Meetings of the Local Parliament of the Tibetan Community in Switzerland & Liechtenstein are held twice a year. If necessary, additional meetings may be convened.
2. Meetings of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein are nine times a year. If necessary, additional meetings may be convened.
3. The dates and venues will be discussed for each month in the first session of the Assembly and decided. Any changes of dates or venues will be true by the Work Committee and announced.
Article 10: Quorum
The quorum to conduct a meeting of the Municipal Assembly shall be two thirds of its total membership. To calculate the two-thirds, fractions unnoticed.
Article 11: Right to participation of the Tibetan community and the Deputy Administrator
The Tibetan community manager and his deputy have the right to participate in the meetings of the Municipal Assembly to debate and discussion to answer questions and make statements. However, they have no voting rights.
Article 12: Right to submitting proposals
All members of the municipal assembly have the same right to any proposal in the Assembly a match. If a non-member wants to bring a proposal, it must be assumed by a member.
Article 13: Discussion restriction

Article 14: Finances of the community

Article 15: Decision process in the local council Meeting of the Tibetan Community in Switzerland & Liechtenstein
1. With the exception of matters, their representatives has been set-go, in the Tibetan constitution, laws and statutes, all affairs units-regulated by about mood or majority decision.
2. Whether a vote is by show of hands or by secret ballot, the chairman decides.
3. All members except the chairman, have the right to vote. In case of a tie, the Chairperson has the right to cast the deciding vote.
Article 16: Extraordinary General Meeting
1. Whenever it is necessary for the community meeting, an extraordinary general assembly is convened. To this end, based on a decision of the Work Committee between representatives of Tibetan groups in this region, local administrators and their deputies, government officials, invited officials of local organizations, scholars and other special guests.
2. All proposals or recommendations of such extraordinary items, via public assemblies must be from the community meeting reviewed and approved. In the absence of approval of these proposals are not executed.
3. If such an extraordinary General Assembly is considered necessary, it shall be convened by the chairman or vice chairman.
Article 17: Working Committee of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein
1. It held office a working committee of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein, consisting of a chairman, vice chairman and eleven other members, elected from the membership of the Assembly.
2. The local council determines the method of election of a member of the Work Committee and the Guidelines for Implementation of the business.
3. Apart from the Chairman and Vice Chairman of the Offices for the eleven other members of the Work Committee divided as follows: two secretaries (one for Tibetan and German), cashiers, two, a director of the folklore ensembles, a director of education sendienstes, two media managers, an accountant, a coordinator of the Tibetan schools and one person responsible for the magazine / website and at the same time, the People's contributions.
Article 18: Responsibilities of the other eleven members with the exception of the Chairman and Vice Chairman
1. The two secretaries (for Tibetan and German) are responsible for all official records, minutes of meetings and correspondence.
2. The two cashiers are responsible for all financial transactions for the safe keeping of the local public funds and the accounting records and are responsible to the auditors for the statements of the individual transactions.
3. Folklore Ensemble of the Tibetan Community in Switzerland & Liechtenstein (TGSL)
a. The responsible authority on the folklore ensemble of TGSL lies with the executive com-mittee, which is elected by the Municipal Assembly for this purpose.
b. The director of the folklore ensemble is composed of the members of the Municipal Assembly chooses GE and is also ex officio a member of the Work Committee of the Municipal Assembly.
c. The manager will be chosen jointly by the Ge-meindeversammlung and members of the folklore ensembles.
4. The head of the sales force works on the instructions of the Chairman and Vice Chairman. Taking into account, as approved by the Assembly programs and activities, the necessary police permits must be obtained, organize the room used for public activities, to contact the media and provide publicity.
5. The two cashiers or material managers have set a clear inventory of the assets to it and assume full responsibility for the financial procurement. The material manager is responsible to create an inventory at the end of which the two cashiers is passed.
6. The competent member of the accounting department is responsible for the balance sheet and income statement. Along with the document retention, the Member responsible for creating on occasions within a month, a settlement and to submit to the municipal assembly. Also must be a financial statement for the attention of the General Assembly created.
7. The role of the coordinator of the Tibetan schools might be-is to promote the Tibetan language, culture and religion with the children. This requires close cooperation with representatives of the local Tibetan schools and with teachers.
8. The duties of the person responsible for the magazine / website and for the People's contributions are:
a. Transparent communication between the working group for the magazine / website and the local assembly.
b. Smooth collection of the People's Posts and punctual payment in consultation with the Department of Finance of the exile government and the representative office of the National Council, as well as with members of the community meeting. be a checklist of the People's contributions must be level-created if and to the relevant parties VER sent.
Article 19: Amendment of the Work Committee
If a situation requires a change of the Work Committee, this amendment by a two-thirds majority of the total membership of the Assembly can be effected.
Article 20: Place sections or constituencies
Local sections or constituencies are formed at any place with at least five households. A place with less than five households will be the nearest local section closed.
Article 21: Dissolution of the Tibetan community meeting
1. If a situation arises that requires the resolution of the municipal assembly, have the Community deverwalter and, if present, his deputy, in consultation with the Chairman and Vice-Chairman of the Municipal Assembly, the In superiority to the general Tibetan public to pass and make a majority decision to leave.

Article 22: Regional Committee Bod Rangwang Denpai Legul
According to Article 60 Paragraph 1, [note 5] of the Tibetan constitution out the town meeting, all work and activities of, in accordance with Section 4 of Article 60 of the Constitution, to be formed with the approval of the Assembly of Tibetan People's Deputies, a regional committee Bod Rangwang Denpai Legul [footnote 6]. Article 23: Validity of the translation
Translations of this document in different languages, as approved by the Tibetan community meeting to be considered in accurate representations as appropriate. In the case of disputes concerning interpretations of the terms or phrases in this document, the original Tibetan text is considered authoritative.
Article 24: Protection Measure
All policies, activities and decisions of previous boards of the Tibetan Community in Switzerland & Liechtenstein, taken prior to the enactment and commencement of this Constitution can not be challenged on the basis of this Constitution.
Article 25: Constitutional amendments
For a change of this constitution can come into force, the first a two-thirds majority of the total membership of the Municipal Assembly of the Tibetan Community in Switzerland & Liechtenstein needed, and secondly, according to the guidelines of the Tibetan constitu-authorization that of the Committee of the Assembly of Tibetan People's Deputies be obtained.

1. 5. At all places where Tibetans live in office, a regional committee Bod Rangwang Denpai Legul. It consists of at least three and up to eleven members, elected by the residents of these places according to the rules. The task of the Regional Committee is to coordinate the activities of the Assembly and in the implementation of activities associated with achieving the legitimate aim and the promotion of spiritual and material well-being of the Tibetan people.
6. Where Regional Committee Bod Rangwang Denpai Legul not in accordance with the above paragraph 1 may be established, the meeting may issue a special permit to continue an existing agreement.
